PESHAWAR: The Khyber Pakhtunkhwa Culture and Tourism Authority (KPCTA) has decided to outsource the management, operations, and maintenance of the Swat Valley’s historic and most important tourism property, “Swat Hotel Building” (formerly known as Swat Serena Hotel), on behalf of the provincial tourism department under a public-private partnership.

Bids have been invited for leasing the hotel for a long period of 33 years under the National Competitive Bidding (NCB) 2026. According to official documents, the auction is being conducted on an “As-Is, Where-Is” basis under the “Khyber Pakhtunkhwa Government Rest Houses and Tourism Properties Act 2021” and the “KP Public Procurement Regulatory Authority (KPPRA) Rules 2014”. However, prior approval from the Tourism Authority will be required for any kind of upgradation, renovation, or development work in the hotel building.

Located in the heart of Swat, this historic hotel is spread over a total area of ​​44.86 kanals. The facility includes 49 high-quality furnished guest rooms. Modern kitchens, dining halls, and spacious function halls. All the latest amenities like power, heating system, backup generators, CCTV cameras, landscaped gardens, servant quarters, and administrative offices are already functional.

The hotel is currently in a fully operational condition; however, the successful bidder will be able to make further changes or upgrades as per the requirements of its brand. The selection process for this important project will be under the Single Stage Two Envelope Procedure. As per the tender documents:

Only those companies that qualify by meeting the required educational, experiential, and financial criteria will have their financial proposals opened. The bidder offering the highest annual lease premium or rent to the government among the technically qualified companies will be awarded the contract after the approval of the competent authority.

Officials say that the main objective of this initiative is to maintain the historical and cultural identity of the hotel and operate it at international hospitality standards, promote tourism in the province, and create a permanent and sustainable source of income for the government.

The Tourism Authority has directed all interested investors and hotel operators to carefully study the bidding documents and submit their proposals.
