Authorities in Punjab have proposed restricting access to several government services for citizens who fail to pay their outstanding digital traffic challans.
Chief Traffic Officer (CTO) Lahore Abdul Rahim Shirazi has written to the Deputy Inspector General (DIG) Traffic Punjab, seeking the inclusion of complete details of pending digital challans in the One App.
According to the letter, police services should not be provided to individuals who fail to pay digital challans issued by traffic wardens, similar to the existing mechanism for unpaid e-challans. The proposal also calls for linking digital challan records with the National Database and Registration Authority (NADRA).
The CTO noted that the One App currently displays only the number of e-challans, while details of digital challans issued by traffic wardens are not available. This, he said, was creating difficulties in recovering outstanding fines.
The letter proposed that citizens with unpaid digital challans should not be able to access services at Khidmat Markaz until their fines are cleared.
The proposed restrictions would cover several services, including the issuance and processing of CNICs, passports, driving licences, character certificates and tenancy registrations.
The proposal further calls for linking vehicle verification, domicile and birth certificate services to the clearance of outstanding traffic challans.
The CTO said integration of the digital challan system with relevant government services was necessary to improve recovery of outstanding fines, increase government revenue and strengthen compliance with traffic laws.
The proposals will require approval from the relevant authorities before implementation.
