ISLAMABAD: The federal government has issued Federal Government Order No. 1/2026, directing the Governor of Khyber Pakhtunkhwa (KP) to exercise the functions of the provincial government following the proclamation of emergency in the province on October 11, 2026.
According to the order issued by the Cabinet Division, the decision has been taken under Article 232 of the Constitution of Pakistan, following a proclamation under Articles 232 and 234 that states the provincial government cannot be carried on in accordance with constitutional provisions.
Under the order, the Governor of Khyber Pakhtunkhwa will exercise the functions of the provincial government on behalf of the federal government. An Advisory Council has also been established to assist the governor in carrying out these responsibilities.
11-Member Advisory Council Appointed
The federal government has appointed the following 11 members to the Advisory Council for Khyber Pakhtunkhwa:

Dr. Amir Abdullah
Lt. Gen. (Retd.) Nigar Johar
Samar Bilour
Dr. Sarfraz Ali
Amir Javed
Dr. M. Irshad
Kifayat Ullah
Tayyab Qureshi
Osman Saif Ullah Khan
Asif Rafiq
According to the order, the council will aid and assist the governor in exercising his functions under the emergency proclamation dated October 11, 2026.
Sana Ullah Appointed Advocate General
The federal government has also appointed Sana Ullah, Advocate, as the Advocate General of Khyber Pakhtunkhwa.
The order further states that Chapter 3 of Part IV of the Constitution and the Khyber Pakhtunkhwa Government Rules of Business, 1985, will apply in a manner consistent with the emergency proclamation and the newly issued order.
