PESHAWAR: The Khyber Pakhtunkhwa (KP) Assembly unanimously passed a resolution to reinstate 106 employees who were dismissed from the Provincial Earthquake Reconstruction and Rehabilitation Agency (PERRA). The employees had played a crucial role in the rehabilitation efforts following the catastrophic earthquake that struck the Hazara division on October 8, 2005.
According to the resolution, after the said earthquake, the provincial office of PERRA and DRUs were set up in the districts to effectively implement the project of Earthquake Reconstruction and Rehabilitation Authority (ERRA).
Subsequently, on November 24, 2021, in the ERRA council meeting, it was decided to merge ERRA into the National Disaster Management Authority, and PERRA and SERRA shall be transferred to the respective provincial and state governments.
Further to this, all liabilities, assets, and employees were also transferred in respect of responsibilities of respective provinces according to the 18th Constitutional Amendment, and to this end, the KP government undertook legislation under Article 144.
On June 20, 2025, the government approved a Non-ADP scheme for the salaries of 106 PERRA employees; however, they were later dismissed without notice, despite having served for the past 19 to 20 years.
The House termed this action unjust and recommended that the decision taken in the 34th Cabinet meeting be reconsidered, and all 106 employees be immediately reinstated and regularized under the 2018 regularization policy.
This resolution was presented by Member Provincial Assembly Mushahid Ghani and was unanimously approved by the House.
52 senior officers transferred and appointed in KP; notification issued
Meanwhile, the Khyber Pakhtunkhwa government has issued a formal notification regarding the transfers and appointments of senior officers in various grades. A total of 52 officers have been appointed across different departments, as per the notification released by the Planning and Development Department of Khyber Pakhtunkhwa.
According to the notification, Mohammad Sajjad Khan has been appointed as Senior Chief of Health Section (Grade 19), while Ilyas Mahmood has been assigned as Senior Chief of the Industries Section, and Mian Zaki Ullah has been appointed as Director of Planning and Technical.
Further appointments include Sarmad Asrar, whose services have been transferred to the UPU of the P&D Department, Fareed Ullah and Riaz Noor, who have been appointed as Senior Planning Officers for the Sports Department, and Mohammad Imran, who has been assigned as Deputy Chief Planning Officer for Higher Education.
Shagufta Saeed has been appointed as Senior Planning Officer for the Agriculture Department, while Sikandar Khan has been appointed as Transport Specialist. Syed Nasir Jamil has been appointed as Assistant Chief RD, and Pir Bilal Mohammad as Assistant Chief for Sports and Tourism.
Other appointments include Hizbullah as Planning Officer for Bajaur, Ihtishamuddin as Rescue Center Officer at P&D, and Ikram Ullah as Planning Officer for Malakand. Khairullah has been appointed Assistant Director of SDU, while Ali Mohammad will serve as Research Officer in the Social Protection Section.
Additionally, Kifayat Ullah has been appointed as Planning Officer for Kurram, Munahajuddin as Assistant Director for Resource Center, Mirwais Khan as Planning Officer for Mohmand, and Saifullah Khan as Assistant Director for the Resource Center.
The notification also mentions the appointments of Shamsul Arifeen as Research Officer for the Power Section, Tariq Nawaz as Research Officer for the Health Section, Shandara Arbab as Planning Officer for the Information Department, and Mohammad Ibrahim as Assistant Director of SDU.
Mohammad Imran has been appointed as Planning Officer for Swabi, with his services being transferred to the Chief Economist at the P&D Department. Syed Murtaza Hussain Kazmi and Waqas Ahmad Khan have been appointed as Assistant Directors for the M&E Headquarters.
Further appointments include Faheem Ahmad as Planning Officer for the Health Department and Sohail Zaman as Planning Officer for the Agriculture Department.
