ISLAMABAD: The Ministry of Religious Affairs has decided to introduce a new regulatory framework for private Hajj operations, bringing private Hajj services under its direct supervision for the first time, according to sources.
Under the proposed system, the private Hajj scheme will be operated through the government’s official Pak Hajj App, with Hajj packages, agreements and payments monitored by the Ministry of Religious Affairs.
Sources said the decision has been taken in line with Saudi Arabia’s Nusuk Masar system, with plans to introduce a fully digital mechanism for private Hajj arrangements. All financial activity regarding private Hajj services will be conducted via the Pak Hajj App for increasing transparency and minimizing any fraud risk.
It has been decided by the ministry that a one-window system will be initiated for Hajj-related agreements and payment transactions, through which people can conduct all the necessary arrangements on a single platform.
According to the officials, the 25 officially recognized private Hajj companies of Pakistan will keep providing services under the guidance of the Ministry of Religious Affairs. Pilgrims will be able to select their preferred company from available packages listed on the Pak Hajj App.
The new regulatory framework is being prepared to govern private Hajj operations from 2027 to 2030. Under the proposed arrangements, the ministry will oversee private Hajj agreements, payments and operational matters to ensure better coordination and accountability.
Sources said the move aims to make Hajj arrangements more transparent, secure and efficient in accordance with Saudi guidelines. The Pak Hajj App, which has already been used for government Hajj operations, will now also serve as the central platform for private Hajj services.
Officials further stated that around 105,000 private Hajj pilgrims have so far registered through the Pak Hajj App. The ministry will continue monitoring pilgrims’ payments and agreements to ensure compliance with the new system.
