PESHAWAR: The Khyber Pakhtunkhwa Minister for Higher Education and Local Government, Meena Khan Afridi, has directed to revision of the transfer policy for retiring teachers.

An important meeting was held under the chairmanship of Khyber Pakhtunkhwa Minister for Higher Education and Local Government, Mina Khan Afridi, to review the affairs of the Local Government Department, including the posting and transfer policy of employees and measures to further improve overall performance. The meeting was attended by Secretary Local Government Zafar-ul-Islam, the Director General Local Government, and other senior officials.

During the meeting, officials briefed the participants that job descriptions and performance indicators for local government employees are in the final stages of preparation. The initiative aims to introduce, for the first time in the province, a clear, transparent, and accountable performance management system. The Minister directed that employees nearing retirement should not be transferred during the last six months of their service to avoid unnecessary administrative disruption.

It was also highlighted that in some cases, transfers were carried out by bypassing the Placement Committee. The meeting decided that disciplinary action would be initiated against those involved in such violations. Furthermore, it was decided that the performance of local government employees would be linked to their contribution toward increasing the revenue sources of the respective institutions during their postings, to promote a results-based performance culture.

Minister Mina Khan Afridi made it clear that no employee would be allowed to use files or paperwork as delaying tactics, and negligence or inefficiency in work would not be tolerated. He categorically stated that no new municipal taxes would be imposed on the public, nor would existing taxes be increased. Instead, local government officers were directed to expand the tax net to enhance revenue generation.

The Minister emphasised that for the first time in the province, formal job descriptions and key performance indicators are being introduced for local government employees, and accountability would be ensured at every level, from the Secretary to the watchman. He expressed concern that the performance of Regional Municipal Officers has largely been limited to routine formalities and directed that clear responsibilities be assigned to them to improve their performance and ensure tangible results.

At the conclusion of the meeting, the Minister reaffirmed the government’s commitment to reforms, transparency, and effective performance within the Local Government Department, stating that the provision of improved municipal services to the public remains a top priority of the provincial government.
