The Khyber Pakhtunkhwa’s Human Resource Management department has constituted a high-level inquiry committee to investigate a tragic boating incident that occurred on July 1, 2026, at Saifullah Lake near Mahodand, Kalam in District Swat, which resulted in the loss of human lives.

According to an official notification, the committee has been formed under the directives of the competent authority to determine the causes and circumstances of the incident. The inquiry will examine the sequence of events leading to the accident, the operational condition of the boat, prevailing environmental and situational factors at the time, and compliance with applicable laws, safety standards, and permissions.

The committee will also investigate whether the boat operator had proper authorization, competence, and regulatory compliance, along with assessing safety arrangements such as the availability of life jackets, rescue equipment, and passenger safety protocols.

Furthermore, the probe will review regulatory and administrative oversight mechanisms governing boating activities at the site, identify any procedural or regulatory gaps, and recommend corrective measures. It will also evaluate the emergency response and rescue efforts following the incident and propose improvements for future preparedness.

The committee comprises Muhammad Ayaz (PAS BS-20), Secretary, Inter Provincial Coordination Department, and Zubair Ahmed (PMS BS-20), Special Secretary, Finance Department.

The findings are expected to guide reforms aimed at strengthening safety standards at tourist and recreational sites across the province to prevent similar tragedies in the future.
