PESHAWAR: The Inspector General of Police Khyber Pakhtunkhwa (KP) has sent a summary to the provincial government proposing an extraordinary increase in compensation and assistance packages for the “exemplary police force,” which has served as the frontline against terrorism.

The main objective of this proposal is to raise the morale of the police force in view of the severe security challenges faced by the province and to bridge the financial gap that exists in comparison to other provinces. According to official documents from the Central Police Office, 2,386 officers and jawans of the Khyber Pakhtunkhwa Police have sacrificed their lives so far.

In recognition of these unprecedented sacrifices, the current package provides rank-based cash compensation to the families of martyred personnel. This includes Rs 11.00 million (one crore and ten lakh rupees) for Constables, Head Constables, ASIs, Sub-Inspectors, and Inspectors. The amount is Rs 16.00 million for DSPs and ASPs, while SPs, SSPs, and AIGs (BPS-18 and BPS-19) are allocated Rs 21.00 million. Similarly, DIGs, AIGPs, and IGPs (BPS-20 and above) are also designated Rs 21.00 million. While these specific cash amounts have been maintained in the new proposal, their scope has been expanded. The revised package now includes police personnel who are targeted by terrorists or criminal elements either during their active service or after retirement, in retaliation for their past actions or investigations.

The most significant change in the proposed package is the transition from the “allotment of plots” to providing “equitable funds” for the direct purchase of a house. Under the previous policy, the Housing Department allotted plots ranging from 5 marla to 1 kanal to the legal heirs of the martyrs based on their rank. The new proposal replaces this system with substantial cash grants to purchase houses, allowing the families to choose the location according to their wishes. Under this setup, the families of Constables and Head Constables will receive Rs 18.00 million for a house of at least 5 marla. The families of ASIs, Sub-Inspectors, and Inspectors will be granted Rs 25.00 million for a 7 marla house. For DSPs and ASPs, Rs 35.00 million will be provided for a 10 marla house, while the families of officers ranked SP and above will receive Rs 70.00 million for a 1 kanal house. The ownership of the house will be officially transferred into the names of the martyr’s widow and children.

Furthermore, a dramatic increase has been proposed for personnel who are permanently disabled or seriously injured in terrorist incidents. Under the previous policy, these personnel were only given Rs 5 lakh for permanent disability and Rs 1 lakh for serious injuries. The new summary proposes raising the compensation for permanent disability sustained during counter-terrorism operations to Rs 50 lakh, and the compensation for serious injuries to Rs 15 lakh. Additionally, the government will provide free treatment in any government hospital alongside all necessary rehabilitation equipment, including artificial limbs or electric wheelchairs.

The summary also introduces four entirely new special packages that were not part of the previous policy. Special Package No. 01 addresses the targeting of a police officer’s family. If terrorists target an officer’s family members (parents, wife, children, or siblings) to exert pressure on them, Rs 5 million will be given to the martyred spouse or children, and Rs 3 million will be given to the parents or siblings.

Special Package No. 02 covers deaths occurring in non-terrorist incidents while on duty. If an officer dies in an accident unrelated to terrorism—such as a road accident, landslide, gas leak, electrocution, or any other natural disaster—the proposed compensation is Rs 4.00 million for ranks ranging from Constable to Inspector, Rs 5.00 million for DSPs and ASPs, Rs 7.00 million for SPs and SSPs, and Rs 10.00 million for DIGs and higher-ranking officers.

Special Package No. 03 offers a compensation proposal for property damage. If an officer’s private house or vehicle is damaged in a terrorist attack or a bomb blast, the value of the damage will be assessed by the respective District Police Officer (DPO), and the department will provide full financial compensation.

Finally, Special Package No. 04 introduces a bridal/wedding gift fund, filling a gap where no financial assistance previously existed for the marriage of a martyr’s daughters. Under the new proposal, the legal heirs will be given Rs 0.8 million (8 lakh rupees) as a wedding gift on the occasion of the marriage of each daughter of a martyred police officer.
