PESHAWAR (Kashifuddin Syed): The Khyber Pakhtunkhwa (KP) Higher Education Department has issued new draft standards and rules for the appointment of Chairperson, Director and Principal of Constituent College in government universities and their affiliated educational institutions of the province.
The new appointment criteria for heads of teaching departments and institutions will prioritise research capacity, teaching experience, administrative ability, and international research links. The university syndicate will be responsible for appointing the head of any teaching department or institution. The Vice Chancellor will recommend the names of the three most senior faculty members from the relevant department for this position. These faculty members must hold the rank of professor or associate professor. If there are not enough senior faculty members available, assistant professors may also be considered.
According to the new regulations, candidates are required to have at least 25 research papers published in journals recognised by the Higher Education Commission, with a minimum of five papers published in the last five years. Additionally, candidates must have authored at least six research papers as a principal author.
Furthermore, candidates should have experience supervising at least one PhD scholar, at least ten MPhil students and at least nineteen undergraduate students. Key criteria also include financial responsibilities, budget management, leadership skills, and supervisory experience.
The Higher Education Department has introduced a comprehensive assessment system with a total of 100 marks to evaluate candidates. The breakdown of marks is as follows:
– 10 marks for teaching experience
– 10 marks for research and consultancy projects
– 25 marks for research papers
– 15 marks for H-index
– 10 marks for research supervision
– 5 marks for organising educational events
– 5 marks for international research collaboration
– 20 marks for the interview.
