ISLAMABAD: Sixteen senior officials of the Federal Board of Revenue (FBR) have been found to hold dual nationality or permanent residency cards of foreign countries, while several officials have yet to submit details of their foreign citizenship despite the expiry of the deadline.

According to documents received by the investigation team, the FBR had directed all its officers to submit declarations regarding dual nationality or foreign permanent residency by July 8. However, several months after the deadline, a number of officials have still not submitted the required declarations.

The documents show that the Establishment Division had issued an SRO on June 1 requiring government officials to declare any foreign citizenship, Green Card or permanent residency status.

Under the 2026 rules, all government officials are required to disclose their foreign nationality or permanent residency status.

Providing incorrect information or failing to submit the required declaration is considered misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020.

According to the documents, the 16 FBR officials with foreign nationality or permanent residency include 10 officers from the Inland Revenue Service and six from the Pakistan Customs Service.

The documents further reveal that 10 Grade-20 officers hold dual nationality or Green Cards, while five Grade-19 officers have dual nationality. Grade-21 officer Sajjad Azam and Pakistan Customs Service officer Zohra Haider are also reported to hold dual nationality.

Other officials identified as holding dual nationality include Grade-20 officer Taiba Bukhari and Grade-17 officer Farwa Batool.

The list also includes Jamshed Talpur, Salma Shaheen, Iram Shabbir, Shazia Memon, Amina Faiz, Naeem Babar and Asfand Yar Janjua. Masood Humayun, Basit Hussain and Misbah Khattana are also reported to hold dual nationality.
