Pakistan SCO Summit 2026

PESHAWAR: Under the special directives of Chief Minister Khyber Pakhtunkhwa Sohail Afridi and in line with PTI founder Imran Khan’s vision of a welfare state, the KP Government has officially launched financial assistance for deserving special persons under its flagship program “Ehsaas Umeed.

“The launch ceremony was held at the Hayatabad Special Education Complex, Peshawar. Advisor to CM on Zakat, Ushr, Social Welfare, Special Education and Women Empowerment, Malik Liaquat Ali Khan, inaugurated the disbursement. Secretary Social Welfare Sharif Hussain, Parliamentary Secretary Azam Khan, Additional Secretary Zakat & Ushr Habibullah, and Chairman Zakat & Ushr Imtiaz Khan also attended the event.

KP government aims to provide monthly financial aid of Rs 5,000 to 10,000 deserving special persons across the province. Beneficiaries will also be issued Ehsaas Umeed Cards for direct access to funds. Malik Liaquat Ali Khan said the entire identification and disbursement process has been made transparent, merit-based, and linked to a modern digital system.

The Social Welfare Department collected data on 52,000 special persons through the E-Disability System. A poverty score for eligible individuals was then generated via an IT system based on comprehensive socio-economic indicators.

Transparent Selection and Digital Payments: Social and economic assessments of special persons were completed through 4,400 local Zakat committees across the province. The data was verified by respective District Zakat Committees. Following this transparent process, 9,298 special persons have been selected for financial assistance. To ensure direct payments, the government has partnered with Easypaisa.

Beneficiaries will withdraw their full amount through biometric verification at ATMs using the Ehsaas Umeed Card, eliminating middlemen. In the first phase, 20 special persons from Peshawar, Charsadda, and Khyber received a lump sum of Rs 30,000 each covering January to June 2026.

The advisor said the goal is not to make special persons dependent on aid alone, but to provide them with dignified employment and self-reliance opportunities. Along with financial support, we will provide proper training and job opportunities. Beneficiaries will be taught modern digital skills and technical training so they can earn from home,” he stated.

He added that instead of limiting support to wheelchairs and sewing machines, the new vision focuses on skill development. In consultation with experts, a comprehensive plan will be developed to make the Social Welfare Department a platform for skills, empowerment, and self-sufficiency within the next 1-2 years.
