The government has decided to digitise the declaration of assets and income by civil servants, with the Establishment Division introducing an online system in collaboration with the Federal Board of Revenue (FBR).

Under the new system, all officers in Grade 17 and above will be required to submit details of their income and assets online through a designated FBR portal.

According to a notification issued by the Establishment Division, the online mechanism will replace the previous manual process of submitting asset declarations. The deadline for submitting digital asset declarations for the financial year 2025-26 has been set for October 30, 2026.

The digital declaration system has been introduced under Section 15-A of the Civil Servants Act, 1973. Under the Civil Servants Conduct Rules, 2026, online declaration of assets has been made mandatory for officers in Grade 17 and above.

To create an account on the FBR portal, officers will be required to provide their name, designation, personal email address, mobile phone number and CNIC number. They have been advised to use a personal email address that will remain unaffected by changes in their official postings.

The notification said the relevant cadre administrator would provide the officers’ details to the FBR, which would then notify them about the creation of their accounts.

Officers will log in to the FBR portal using their CNIC number to activate their accounts. In case they forget their passwords, a one-time password will be provided through email or SMS.

After logging in, officers will be able to submit their income and asset details through the “Declaration” option available on their dashboard.

The Establishment Division has directed all concerned officers to provide the required information online and complete their digital asset declarations by October 30.

The FBR will verify the submitted asset declarations through risk-based checks. The non-sensitive portions of the declarations will also be published on the FBR website for public access.

Officers have been directed to ensure that all information provided in their declarations is accurate and complete. The notification said disciplinary action would be taken under the relevant rules in cases of false statements, concealment of information or failure to submit the declaration.

Officers will be allowed to correct errors in their asset declarations until November 30, 2026. After submission, the declarations will appear under the “Submitted Tasks” tab on the officer’s portal.

In case of any issue while submitting the declaration, officers have been advised to contact their respective cadre administrators.
