ISLAMABAD: The Ministry of Finance has amended the policy governing the appointment of civil servants to Special Pay Scales (SPS) and contractual positions, issuing a new notification outlining revised rules.
According to the Finance Ministry, the amended policy allows civil servants to be appointed to Special Pay Scales through an open competitive process.
The revised policy also brings contractual positions in government corporations, autonomous bodies and other institutions within its scope.
Under the new rules, civil servants appointed to Special Pay Scales will be entitled to facilities available under the deputation policy.
Contractual Positions Included in Policy
The government has clarified that institutions in which it holds a majority ownership or has administrative control will be considered government institutions for the purposes of the policy. The revised framework will also apply to institutions administered by both the federal and provincial governments.
The Finance Ministry has further included contractual positions under Management Pay Scales (MPS), Project Pay Scales (PPS) and Special Project Pay Scales (SPPS) in the revised policy.
The amendment also allows serving civil servants to join contractual positions, subject to the applicable rules and procedures.
According to the notification, appointments to the specified Special Pay Scale and contractual positions will be made under the deputation policy.
The Finance Ministry said the amended policy aims to provide greater clarity regarding the procedures for appointments to Special Pay Scales and contractual positions and establish a more clearly defined framework for such appointments.
