ISLAMABAD: The Ministry of National Health Services has initiated disciplinary proceedings against seven employees of the Pakistan Institute of Medical Sciences (PIMS) over fire incidents at the hospital’s nursing hostel, issuing charge sheets to the officials concerned.
According to sources, the officials have been accused of alleged negligence in ensuring safety arrangements and failing to take corrective measures following the fire incidents at the federal capital’s major public-sector hospital.
PIMS sources said the employees had been charged under the Civil Servants (Efficiency and Discipline) Rules, 2020.
Those issued charge sheets include former PIMS head Professor Imran Sikandar, former Joint Executive Director (JED) of MCH Dr Mutahir Shah, former JED (Non-Medical) Chaudhry Waris Raza, former Director MCH Dr Nosheela Amjad, former Deputy Executive Director Dr Aneezah Jaleel, former Head of Department of Neonatology Dr Saadia Riaz, and former Senior Registrar of Neonatology Dr Nigham Nawaz.
According to the documents, the prime minister approved the proceedings under Rules 2(1)(c) and 9 of the Civil Servants (Efficiency and Discipline) Rules, 2020.
The charge sheets refer to an incident on July 6, 2026, when a fire broke out at the women’s nursing hostel at PIMS. The documents allege that administrative negligence followed the incident.
Sources said the officials concerned had allegedly failed to address identified shortcomings relating to the cause of the fire, evacuation procedures and emergency response arrangements, despite these issues having been highlighted.
The documents further state that another preventable incident occurred in August 2026, raising concerns about the failure to implement effective corrective measures after the initial fire.
The disciplinary proceedings will examine the allegations against the officials concerned.
