PESHAWAR: The federal government, in the apex committee meeting, has ordered the immediate establishment of an Area Development Secretariat (ADS) to restore law and order, safeguard security, and ensure good governance and development in 12 designated districts of Khyber Pakhtunkhwa.

The ADS will operate under the supervision of the Area Representative and Development Council (ARDC), which will comprise prominent figures from the designated districts and will be headed by a Chairman.

The ADS will be headed by the Additional Chief Secretary (Designated Districts) of Khyber Pakhtunkhwa, who will also serve as Administrator for these districts. These 12 districts include Dera Ismail Khan, Tan, Lakki Marwat, Bannu, Bajaur, Mohmand, Khyber, Kurram, Orakzai, North Waziristan, Upper South Waziristan, and Lower South Waziristan

According to Federal Law Minister Azam Nazeer Tarar and Interior Minister Mohsin Naqvi, these 12 districts are in a near war-like situation due to terrorism. Interior Minister Mohsin Naqvi said no province has been divided. These are the war-hit districts where more funding and more focus will be needed at this time, and for that this has been set apart.

He said if we are spending Rupee one in other parts of KP, we need to spend Rs 3 here. The new arrangement is intended to coordinate federal departments, the armed forces and provincial institutions for security, economic stability, relief and provision of basic services.

The Administrator will exercise the provincial government’s administrative and law enforcement powers in designated areas. He can issue directions to civil administration, police and military officials, supervise departments and order allocation or transfer of funds.

All provincial officers and personnel in these districts will fall under the secretariat’s administrative and operational control. The government also said the constitutional provision requiring the judiciary to be separated from the executive shall not apply to the designated districts.

The federal government clarified that KP is a single province and this move is not an attempt to separate the merged tribal districts from the province, but only to provide more focus and resources to terrorism-affected areas.
