PESHAWAR: Amid uncertainty over whether the federal government will impose an emergency or governor’s rule, KP police have been put on high alert across the province to deal with possible protests.
In a detailed notification, the IGP’s office warned that some disruptive and anti-state elements could attempt violent or destructive activities under the cover of protests. Police officials have been directed to remain prepared for possible emergencies and closely monitor the situation.
District Police Officers (DPOs), Sub-Divisional Police Officers (SDPOs) and Station House Officers (SHOs) have been instructed to personally supervise protests in their respective areas to ensure timely action in case of any untoward incident.
The IGP has also ordered enhanced security at sensitive locations along and around possible protest routes, including police stations, government offices, petrol pumps, banks, shopping centres and major roads. Police personnel will be deployed at these locations as required.
According to the notification, DPOs may require protest organisers to obtain licences under Section 84 of the Khyber Pakhtunkhwa Police Act, 2017, where there are concerns about law and order. Legal action may be taken if licence conditions are violated, including orders to stop processions and disperse gatherings in accordance with the law.
The notification also outlines legal measures concerning unlawful gatherings, temporary roadblocks and the possession of prohibited items or firearms. Police have been directed to follow the relevant provisions of the Khyber Pakhtunkhwa Police Act and the Pakistan Penal Code.
Police officials have been instructed to exercise restraint and follow a gradual approach while dealing with demonstrations. During peaceful protests or road blockages, officers should show maximum tolerance and assign senior officials to negotiate with protesters.
If the situation deteriorates and the use of force becomes necessary to maintain law and order, police must use only the minimum force required. The procedure includes issuing clear warnings and using tear gas if necessary.
The directives emphasise the protection of sensitive locations, monitoring of protests and action in accordance with the law while maintaining public order and respecting citizens’ right to peaceful protest.
