The District Administration of Buner has imposed a complete ban on the sale, purchase, transportation, and possession of urea fertilizer across the district for one month under Section 144 Cr.P.C, citing security concerns.

According to an official order issued by Shaheryar Qamar, Deputy Commissioner / District Magistrate, Buner, at Daggar, No. 438/JAG-1/DC(B), dated 27-07-2026, the ban will remain in force for a period of 01 month, with effect from 27/07/2026, unless withdrawn.

The order states that the Home & TAs Department, Khyber Pakhtunkhwa, had directed immediate enforcement of preventive measures to strengthen public safety and maintain law and order.  The administration cited “credible security concerns that urea fertilizer may be diverted and misused in the preparation of Improvised Explosive Devices (IEDs) and other unlawful activities.”

The order further notes that unrestricted sale and transport of urea could be prejudicial to public safety, security and maintenance of public order. Imposed under Section 144 Cr.P.C by DC Buner Copies of the order have been forwarded to the Commissioner Malakand Division, District & Sessions Judge Buner, DPO Buner, Director Information KP, and other relevant officials.

The President of Buner Press Club has also been asked to ensure wide publicity. This step comes amid ongoing efforts by the KP government to curb misuse of fertilizer and other materials in security-related incidents.
