ISLAMABAD: National Electric Power Regulatory Authority (NEPRA) on Sunday announced changes to the net metering policy for all Solar consumers.

According to sources, the new net metering policy has been named the NEPRA Solar Consumer Rules 2025. After consulting with stakeholders, the Ministry of Energy has approved this new policy.

The new system introduces net billing in place of traditional net metering. Under this updated approach, solar consumers will receive a per-unit exchange instead of an additional surcharge. Additionally, the duration of the solar contract with consumers has been reduced from 7 years to 5 years. The new solar net billing price per unit will be around Rs. 11, down from the previous rate of Rs. 25.98 per unit that solar consumers benefited from. Furthermore, it will now be necessary to obtain a license from NEPRA for loads under 25 kW.

A spokesperson from the Ministry of Energy stated that regulating solar tariffs is the responsibility of the regulatory bodies, and both rules and tariffs can change over time.
