PESHAWAR: The Khyber Pakhtunkhwa government accelerated digital reforms to modernise the revenue system, e-Registry, integration of the computerised land record management system, and completion of GIS mapping of government land to enhance transparency and improve public service delivery.
These decisions were made during the second policy meeting of the Revenue and Estate Department, chaired by Provincial Minister for Revenue Tariq Mahmood Arain, with the participation of senior government officials and members of the Revenue Working Group.
The meeting approved the province-wide implementation of an e-Registry system, integration of the Computerised Land Record Management System (CLRMS), and the early completion of GIS mapping of government land. Officials responsible for delays or negligence in revenue services will face strict departmental action.
Under the new e-Registry system, property registration and ownership transfers will be processed digitally, helping eliminate fake and duplicate transactions. Landowners will only be able to transfer land that is officially registered in their names. The meeting also approved GIS mapping of all state-owned land. To improve citizen services, separate counters will be established at all Service Delivery Centres to resolve cultivation-related land issues.
Moreover, an outbound complaint call centre linked to the Revenue Dashboard will be launched to collect public feedback and address grievances. The issuance of Fard (land ownership certificates) will also be outsourced and made available online through NADRA e-Sahulat centres, Revenue Dashboards, and Patwar offices.
The meeting further approved declaring at least one district as a Model Digital District under a pilot project, where the entire land record will be fully digitised. Officials were also directed to complete the Computerised Land Record Management Integration System at the earliest.
The integrated system will allow overseas Pakistanis to complete property sale transactions from abroad without visiting Pakistan. Provincial Minister Tariq Mahmood Arain directed the Senior Member of the Board of Revenue to obtain detailed reports from deputy commissioners on shortcomings at Service Delivery Centres, including staff shortages, solar power requirements, and other revenue-related issues, to ensure timely improvements.
