BERLIN: The Prime Minister of Albania, Edi Rama, announced in a very innovative way the coming of the “birth” of 83 AI assistants by the country’s first-ever female AI Minister, Dela, who is “pregnant”.

At the Global Dialogue Forum in Berlin, Germany, Prime Minister Rama declared that the AI minister Dela will be “giving birth” to 83 new AI assistants who will be the secretaries of the parliamentary sessions and the aides of the legislators for any legal matters. These AI “offspring” will be very familiar with the laws of Albania and the European Union and thus they will be a great help to the parliamentarians during the debates.”

The AI assistants will be the ones who will keep the record of the parliamentary sessions in detail, they will give ideas to the lawmakers on how to handle certain issues and also will improve decision-making processes by providing valuable insights generated from data.

Prime Minister Rama indicated that these AI assistants along with their “mother” contact Dela will have a thorough understanding of EU regulations and governance. Since September 2025, after the expansion of her role from a digital assistant for online public services, Dela has been serving as Albania’s first-ever digital AI minister.

Moreover, the AI assistants will be the ones who will finalize the discussions of the parliamentary sessions by jotting down the details of the debates. They will also be there to give ideas and suggestions to the legislators on how to tackle certain issues that are raised and also to improve the decision-making process by providing insightful suggestions based on facts and figures derived from data.

Prime Minister Rama noted that these AI assistants will also like their “mother” have extensive knowledge of the European Union regulations and governance structures. After her role as a digital assistant for online public services was expanded, in September 2025, Dela has been serving as Albania’s first-ever digital AI minister.

In the beginning of the year 2025, Albania gave birth to Dela, an AI digital assistant, aimed at helping the citizens through online public services. Once everything went smoothly for a few months, Dela was promoted to be the first AI minister in the country entrusted with overseeing the areas of artificial intelligence and its related sectors. In fact, one of her main tasks is the making of decisions on public tenders which should help in the fight against corruption in Albania.

In her own words, addressing the Berlin forum, Dela expressed her conviction that one day the world will recognize that “Artificial Intelligence, when it respects democratic values and cultural identity, supports, rather than supplants, human leadership.”

Adding to that, she made it clear that neither she nor her AI assistants would ever replace the civil servants but rather they would facilitate their work by enabling them to be more effective in making data-driven ​‍​‌‍​‍‌​‍​‌‍​‍‌decisions.
