PESHAWAR: The Medical Teaching Institution, Hayatabad Medical Complex (HMC) in the last 6 months, has undertaken a comprehensive programme of institutional reforms, which has yielded tangible results in all areas of governance, financial discipline, and institutional accountability.

The Board of Governors has approved the HR Policy Manual for 2026, the Recruitment and Promotion Regulations and the Institutional Pay scales, which are a clear departure from the civil servant rules that were in place in MTI – HMC.   The Management Committee has been re-constituted as per the MTI Act, which now meets on a weekly basis to clear the issues of the past and rise to the challenges of the current days and future. The Constitution of Audit Committee, Finance Committee and Grievances Committee have enhanced the oversight and redressal mechanisms.

The Internal Audit Department has been established to strengthen financial discipline and identify weaknesses for timely redressal.  Several employees, including senior managers, have been terminated on account of financial fraud and forgery.

Security has also been stepped up throughout the campus: over the past four months 25 attempted thefts were intercepted and reported to police, beggars have been taken off hospital premises and a new Parking Committee has put a stop to illegal parking and unauthorised entry.

A wider package of financial reform measures now being implemented is aimed at additional gains: the SSP and IBP reforms are expected to generate Rs 2.5 Billion a year. Other controls now in place for cash collection and registration, will generate additional revenue of Rs 10 million per month, with annual collection expected to be Rs 150 million. Tax and NPO compliance optimisation as planned will generate an annual revenue of Rs 150 million and will provide relief in income tax to IBP consultants. The optimisation of the Service Level Agreements and biomedical equipment controls, is expected to reduce expenditure by Rs 174 million per annum.
