UN special experts have released their report on Pakistan-India tensions and possible war situation, and has expressed serious concerns over India’s unilateral military actions.

The report strongly condemned the Pahalgam attack and urged those responsible to be punished according to the law. According to the UN experts, Pakistan clearly denied any involvement in the attack and demanded an impartial, transparent and independent investigation.

The report reveals that on May 7, 2025, India used force inside Pakistani territory under Operation Sindoor, which is a clear violation of the UN Charter. According to experts, India did not even formally inform the Security Council under Article 51 of the UN Charter, while failure to provide prior notification has been declared a violation of established international procedures.

The UN special experts said in the report that during the Indian attacks, civilian areas were targeted, mosques were damaged and many civilians were killed and injured, which falls under the category of violation of international humanitarian law.

According to the report, on May 7, 2025, Pakistan strongly condemned the Indian action and informed the Security Council that it had the full right to self-defense under Article 51 of the UN Charter. The experts clarified that India failed to present any credible evidence to prove Pakistan’s state-level involvement in the Pahalgam attack.

The report also emphasized that there is no separate or self-standing right to use unilateral military force in the name of terrorism recognized in international law. UN experts warned that if the use of force is unlawful, it could constitute a serious violation of the right to life, and India’s behavior could lead to the risk of a major conflict in the region.

The report said that if the Indian move is considered an armed attack, Pakistan has the full right to self-defense under international law. According to UN experts, the Indian actions are tantamount to a serious violation of Pakistan’s sovereignty and the principles of non-interference.
