ISLAMABAD: Hearing on the case of promoting LDC to the rank of Labour Officer by ignoring seniors, Justice Mohsin Akhtar Kayani said that people are craving for jobs and posts are vacant here, so why don’t you make appointments?
During the hearing, Advocate Riaz Hanif Rahi appeared in the court on behalf of the petitioner and Assistant Attorney General Usman Ghuman and State Counsel Malik Abdul Rehman appeared on behalf of the federation.
Justice Mohsin Akhtar Kayani, while seeking clarification on the petition of citizen Ehsanullah, said that by superseding eight seniors, one person was made a labour inspector and then a labour officer, which makes it difficult for law officers to defend wrongdoing.
Lawyer Riaz Hanif Rahi said that the Chairman of CDA hold two portfolios; he is also the Chief Commissioner. To which Justice Kayani said that there are judgments of this court that the charge of Chairman CDA and Chief Commissioner should be with separate servants. It seems that the Chief Commissioner likes the seat of Chairman CDA more; one day, leave the job of Chairman CDA and sit in the chair of Chief Commissioner and see how the work is going on?
He questioned, “Chief Commissioner, what is happening under his nose. Why are the posts lying vacant”? Four posts of labour inspectors are still vacant in Islamabad. This is also a case like patwaris, that they do not appoint patwaris; they hire scribes first. We have called the DC in the case of patwaris. This is such a great officer that he was promoted even after the High Court’s writ was dismissed. If he were such a great officer, he would have been appointed DC straight away. Is it possible that if someone cannot be promoted in Sindh, he can come to Islamabad and get promoted because there is space here?
The court asked the Chief Commissioner to submit a written explanation as to why the posts of labour inspector are vacant and why recruitments are not being made.
