Former DIG Khyber Pakhtunkhwa Police Muhammad Idrees Khan has said the provincial government is involved in propaganda warfare against its own institutions to siphon off funds worth Rs 4 billion and made it clear that no regular military operation is being carried out in Tirah, but only Intelligence-Based Operations (IBOs) are being carried out, which are being deliberately presented as an operation.

He said that there were complete operations in Swat and Hangu, there is neither heavy movement of the army nor an operation-like situation in Tirah, seasonal migration is being presented by linking it with IDPs, nationalism is being given a color and all this narrative is an attempt to hide the governance failure and corruption of the provincial government, which can be dangerous for the state.

Former DIG Khyber Pakhtunkhwa Police Muhammad Idrees Khan, while talking in the program “Azad Siasat”, said that complete and regular operations were carried out in Swat and Hangu, however, the operation that is being called an operation about Tirah is actually not an operation but an IBO (Intelligence Based Operations) and calling it an operation is part of a systematic propaganda campaign.

Muhammad Idrees Khan said that the provincial government is deliberately calling limited operations in Tirah operations, the real purpose behind which is to hide corruption and siphon off specific funds. He said that the provincial government is involved in propaganda warfare against its own institutions, which is very regrettable.

The former DIG claimed that the Deputy Commissioner Khyber wrote a letter on October 28, and later on November 14, four billion rupees were placed on the agenda of the cabinet meeting. The operation that the government is now calling an operation is aimed at justifying the release and expenditure of the same four billion rupees, while in reality, these are IBOs and not a full-fledged military operation.

He clarified that if there was a real major operation, there would have been a significant and heavy movement of the army, which was not seen in Tirah. He said that the issues of IDPs and migration are being deliberately mixed, while in the operations in Swat and Hangu, the local government and the army took decisions in consultation with each other.

According to Muhammad Idrees Khan, seasonal migration occurs in Tirah every year, especially in December and January, after snowfall, and the locals temporarily move to Bara. It is not correct to call this displacement a result of the operation. He said that the real question is the alleged misuse of four billion rupees, on which the provincial government should clarify its position.

He said that this entire matter revolves around the embezzlement of four billion rupees. He also referred to the recurrence of fake tokens in Jahangirpura and the cannabis cultivation season and said that the purpose of releasing funds also seems to be connected to these allegations.

The former DIG also questioned the performance of the provincial government for thirteen years, saying that roads and hospitals could not be built during this period, so the government has nothing to show the people. According to him, to hide this failure, the issue is being given a national color, and politics is being done in the name of the Pakhtun cause, which is a dangerous trend.

He further said that if the Chief Minister is taking the position that the Chief Secretary, IG, and other high-ranking officers belong to the federation and they are helpless, then he has no moral justification to remain in office, and he should resign.

Muhammad Idrees Khan said that the current narrative of the provincial government is an attempt to hide the failure of governance, and this narrative can prove dangerous for the state.
