PESHAWAR: The Directorate of Elementary and Secondary Education Khyber Pakhtunkhwa has directed all District Education Officers (DEOs), both male and female, to implement Primary School Teacher (PST) rationalization strictly in accordance with authentic and verified student enrollment data provided by the Education Monitoring Authority (EMA).
According to an official letter issued on October 13, 2026, the district-wise PST rationalization data has been prepared on the basis of the Student-Teacher Ratio (STR), in line with the prescribed rationalization policy.
Under the policy, schools with an enrollment of up to 60 students will require two teachers, while those with 61 to 100 students will be allocated three teachers. Schools with 101 to 140 students will require four teachers, whereas schools with more than 140 students will be assessed according to a student-teacher ratio of 1:40.
The department clarified that negative figures in the rationalization data indicate a shortage or requirement for additional teachers, while positive figures indicate that no additional teachers are required.
The district-wise data, attached as Annexure-A, includes total sanctioned posts, filled posts, vacant posts, teachers required under the policy, net teacher requirements and net required sanctioned posts.
The directorate has emphasized that the rationalization exercise must be carried out strictly on the basis of actual student enrollment. All schools have been directed to ensure that their enrollment records are accurate, updated and duly verified before the process begins.
The concerned authority was further instructed by the department to make corrections/updates as necessary, failing which strict action will be taken against them.
The letter, dated 13th October 2026 and issued from Peshawar, refers to the instructions issued by the directorate on 28th August 2026 in relation to teacher rationalization using validated EMA data.
