PESHAWAR: Imposition of Governor Rule on paper looks simple. A signature from the President, a proclamation from Islamabad, and the powerful PTI government in Khyber Pakhtunkhwa is sent home, and the Governor takes charge.

But behind this simple paper procedure lies Pakistan’s most dangerous constitutional minefield – one that has blown up in the face of every federal government that tried it. This is not the first time Islamabad has been whispering the words “Governor Raj”. From Zulfiqar Ali Bhutto’s dismissal of the NAP government in Balochistan in 1973 to Governor Rule in KP in 1975 and in Punjab in the 90s, history shows one lesson: those who impose it often regret it.

Why is it so complicated this time?

Because KP is not just any province. It is a province where PTI has a two-thirds majority. Chief Minister Sohail Afridi, despite all the political and security pressure, still enjoys the confidence of 90+ MPAs in a house of 145. Under Article 130(7), he cannot be removed unless he loses a vote of confidence on the floor. So how will Islamabad justify it? The Federal Government’s silent argument is Article 149 and 234 – that KP has failed to control terrorism.

Blasts in Bajaur, Waziristan, Kurram and Bannu are cited as proof of “constitutional breakdown”.But constitutional experts laugh at this logic.

“Failure to control terrorism is a failure of the Federation too,” says a former Supreme Court judge on condition of anonymity. “Police, CTD, Intelligence – all work under joint command. You cannot punish a province for a national failure. Under Article 148 and 149, the Centre must first issue a formal directive to the province and give it time to comply. That has not been done.”Even if President Asif Ali Zardari signs the proclamation on the Governor’s report, the real battle begins in Parliament. Under Article 234(2), the proclamation must be approved by both the National Assembly and the Senate within 10 days.

The ruling coalition has numbers, but not comfort. PPP itself is divided. Faisal Karim Kundi is the Governor, but will Bilawal Bhutto’s party want to take the blame for dismissing a provincial government in its own province? JUI-F chief Maulana Fazlur Rehman, who is key for Senate votes, has historically opposed Governor Rule. And then comes the final wall – the Supreme Court.

PTI’s legal team is already ready. The petition is drafted. The moment notification is issued, they will be in court the same day. And the courts have a clear precedent: Governor Rule must pass the test of “objective satisfaction”, not “political satisfaction”.

In 2026, with a hyper-active judiciary and a hyper-active media, can a Governor Rule in KP survive for more than 10 days? Legal history says: No. It will be imposed, challenged, suspended, and reversed – leaving the Federal Government more embarrassed than before, and PTI more popular than before.

That is why, despite all the noise by Rana Sanaullah, the joint committee formed yesterday by Zardari and Shehbaz Sharif is still choosing the table over the trigger.
